Abigail Hunter

Abigail Hunter is the Executive Director of SAFE’s Ambassador Alfred Hoffman Jr. Center for Critical Minerals Strategy (Minerals Center), where she leads all aspects of the Center’s work. 

She oversees the Minerals Center’s strategic direction, expert reports, and government briefing memos. A recognized authority on critical minerals policy and geopolitics, Hunter is a frequent speaker at industry and policy conferences, provides expert testimony to Congress, and is often featured in major media outlets, including the Financial Times, Wall Street Journal, New York Times, Politico, E&E News, and NPR. She is a Term Member of the Council on Foreign Relations.

Previously, Hunter served as Director of International Affairs and Partnerships within the Minerals Center. Before joining SAFE full time, she headed federal government affairs for Quebec as the senior attachée in Washington, D.C., where much of her work focused on North American energy integration—including cross-border transmission, battery supply chain development, and coordination on critical minerals policy. She began her career at the National Governors Association, leading the association’s international portfolio.

Hunter earned her Master’s in Sustainable Energy from the Johns Hopkins University School of Advanced International Studies, where her four-part capstone on aluminum’s clean energy paradox was published by the SAFE Center for Strategic Industrial Materials. She holds a Bachelor of Commerce from McGill University with a double major in International Management and Managing for Sustainability.

Born in Toronto and raised in New Jersey, Hunter is a proud dual citizen and a conflicted hockey fan.
